On the 22nd, Wang Dongming, Vice Chairman of the Standing Committee of the National People's Congress, stated that China's resource recycling system is becoming increasingly perfect, and has initially established the world's largest and most comprehensive resource recycling and reuse system.

On that day, Wang Dongming delivered a report to the 14th National People's Congress Standing Committee on the inspection of the implementation of the Circular Economy Promotion Law of the People's Republic of China by the Standing Committee Law Enforcement Inspection Group.

The report points out that the legal guarantee for circular economy is constantly improving. The State Council of China and its relevant departments have established an inter ministerial joint conference system for the development of circular economy, issued administrative regulations and rules such as the "Regulations on the Management of Recycling and Treatment of Waste Electrical and Electronic Products" and the "Measures for the Management of Scrap Motor Vehicle Recycling", and formulated and improved more than 600 national standards for energy conservation, water conservation, material conservation, waste reuse, and resource utilization.

Regarding the resource recycling system, the report states that China has initially established the world's largest and most comprehensive resource recycling and reuse system covering all categories. Strengthen the classification and collection of household waste, and establish basic facilities for the disposal and collection of recyclable materials in residential communities at the prefecture level and above nationwide. By 2024, more than 11000 intelligent community recycling facilities will be added nationwide. Promote the recycling of waste materials in the social sector, with approximately 150000 recycling outlets and 1800 large-scale sorting centers established.

The report shows that by 2024, the total amount of recycled resources from China's top ten varieties will exceed 400 million tons, with scrap steel and paper providing raw materials for production accounting for about 21% and 70% respectively, playing an important role in ensuring resource security.

Regarding the level of reuse and resource utilization, the report points out that by 2024, the total output value of China's resource recycling industry will exceed 4 trillion yuan, with over 35 million employees, becoming a new economic growth point and a new field for employment.

Wang Dongming stated that from the situation of law enforcement inspections, there are still some prominent problems and weaknesses in the implementation of laws and the development of circular economy, which need to be focused on and studied to solve. For example, the legal responsibilities have not been fully implemented, the waste recycling industry is not standardized and faces prominent competition issues, the level of resource utilization and reuse needs to be improved, technological support and policy incentives still need to be strengthened, and the construction of the legal system for circular economy lags behind.

When it comes to the next steps of opinions and suggestions, Wang Dongming pointed out that we should use the circular economy to promote the comprehensive green transformation of economic and social development, deepen the high-quality development of the circular economy, focus on promoting the efficient utilization of resources, strengthen the support and guidance of scientific and technological innovation, and improve the legal system of the circular economy.
